Christian Milaster is passionate about accelerating the adoption of digital health innovation to enable the sustainable delivery of extraordinary care. He is deeply committed to restore medical professionals’ job satisfaction by applying systems thinking principles and implementing systems solutions.

Christian is the Founder and CEO of Ingenium Digital Health Advisors, a boutique consulting firm focused on Accelerating the Adoption of Digital Health Innovation and of Ingenium Healthcare Advisors, focused on Guiding Healthcare Leaders to get the results they want. Starting out as a solo consultant, Ingenium Advisors now comprises a team of 15+ and a consortium of over a dozen expert advisors.

Born, raised, and educated as an Engineer in Germany, Christian started his career at IBM Global Services before joining the Mayo Clinic in Minnesota, where he worked for 12 years in various roles before launching Ingenium in 2012.

Scott Louiselle, MS
Process Improvement Manager, Community Care Network

Scott Louiselle brings 25 years of experience as a Mental Health Clinician and Manager of Clinical Programs to his current role as Process Improvement Manager for Community Care Network of Rutland, VT. Scott is a seasoned professional with extensive experience in leading teams to achieve strategic goals. Known for his leadership skills and commitment to community involvement, Scott has a proven track record of driving growth and innovation across various industries.

Scott applies his clinical expertise to inform his various roles in quality, fidelity and evaluation. This includes serving the organization as a Project Evaluator for the implementation of Certified Community Behavioral Health Clinic (CCBHC) framework. Scott’s role encompasses Process Improvement Initiatives such as the development of Measurement-based Care and the administration of Digital Health.

Scott chairs a Digital Health Steering Committee to oversee the implementation AI tools across the organization. With a passion for leveraging AI to improve patient care, Scott ensures technology serves as a tool of compassionate service delivery.

A graduate of Vermont State University and the College of St Joseph, Scott is dedicated to continuous learning and is currently a student at University of Massachusetts at Amherst where he is pursuing Lean Six Sigma Certification.

Scott continues to serve various local organizations as a Board Executive. His ability to build strong relationships and deliver results has made him a valuable asset to the local community. Scott remains actively engaged in state-wide initiatives and professional networks, contributing to the overall system of care in Vermont.

Waleed Mohsen
Founder & CEO, Verbal

Waleed Mohsen is an entrepreneur and product leader who is passionate about technological advances in the healthcare industry. He became invested in the field when he lost both of his grandfathers to chronic disease and has spent over a decade working closely with hospital and medical institution leaders. Today, Mohsen is the founder and CEO of Verbal, the first AI copilot for clinical operations. He has held business development roles at Siemens and Cisco, and studied biochemistry at the University of California San Diego.

Joe McMenamin, MD, JD
Digital Health Legal Advisor

Joseph P. (“Joe”) McMenamin, MD, JD, a partner at Christian & Barton, LLP in Richmond, Virginia, is a physician-attorney concentrating on the law of digital health and of AI in healthcare.

Joe advises institutional and individual telehealth service providers, academic medical centers, remote monitoring services, trade associations, telehealth platform companies, investors, and telecoms on a broad array of medico-legal questions arising from distance care and, more recently, from the application of augmented intelligence to health care in general and to telemedicine in particular. He writes and lectures extensively on these and related topics.

He also serves as general counsel to the Virginia Telehealth Network, and as a member of the Legal Resource Team of CTeL, the Center for Telemedicine and eHealth Law. He is board-certified in Legal Medicine, an Associate Professor of Legal Medicine at Virginia Commonwealth University, and a Fellow of the College of Legal Medicine.

Dimitri Arges
Digital Health Veteran & Serial Entrepreneur

Dimitri Arges is a veteran digital health executive with over 25 years of experience, having been at the forefront of the industry since its inception.

Throughout his entrepreneurial career, Dimitri has shown a consistent ability to innovate and lead in the rapidly evolving digital health sector.

He pioneered various patient and provider solutions, including online pharmacy services, electronic prescribing, wireless point-of-care medication safety systems, remote patient monitoring and early telemedicine platforms. His collaborative efforts have involved partnerships with industry leaders such as Cisco, CVS Health, Baxter, Jabil, Amazon AWS, UCSD and
Johnson & Johnson.

In addition to his pioneering work, Dimitri previously co-founded 4L Data Intelligence, a leading Silicon Valley AI insurtech startup. The company leverages AI and machine learning to enhance value-based decision-making for payers and providers, focusing on improving network optimization and patient outcomes. A key area of focus for 4L Data Intelligence is addressing the $800 billion annual problem of fraud, waste, and abuse (FWA) in healthcare.

Dimitri’s expertise is further recognized through his participation on multiple advisory boards for private companies. Notably, he co-founded the Connected Health initiative at the Center for Wireless Communications at the University of California, San Diego, demonstrating his ongoing commitment to advancing digital health technologies and solutions.
